I wouldn't classify these as small. Most people just work so they can live. The relatively higher availability of things to do in bigger cities does not mean that people in small villages concentrate more on their work. I don't think America is any different here.
Leipzig is not a small city, not by German standards, and most definitely not a village. And there are all kinds of cultural events and institutions in that city - from concerts of organ music at the church where J.S Bach used to work, to one of the largest Goth/dark music festival, to the usual German Christmas markets.
