I would choose the same order, in each case assuming personal income does not depend on local economy.
Portugal is a gem and Lisbon, the capital, has a lot going for it, at least in relative terms, and still shows traces of its heyday as an Atlantic and global power.
Spain is the most dynamic of the four countries involved, though Valencia wouldn't be my first choice of city.
Nice is nice.
My recollection of Genova is that it feels old, stagnant and drab, showing almost no visible trace of its heyday as a competing eastern Mediterranean power. On the other hand, certain communities around it are simply beautiful, sought after as weekend retreats by many who work in Milan; I'll just mention Camogli and Sori, but there are many others. Nice could be considered within that same perimeter; in fact once upon a time they were part of the same country.

Curious that you should group one Atlantic city, a capital at that, with three basically provincial Mediterranean cities, though Lisbon does have Mediterranean roots.
