I'm curious and booking a trip.. in the most polite and respectful way, why are all the hotels seemingly "not clean"? And I don't mean this in a derogatory way at all- this question is from curiosity only.

From many Google, Expedia, and Tripadvisor reviews they all share a few consistencies... images of ample hair in bedsheets, trash in rooms, no hot water, and stained flooring where shoes cannot be removed. It doesn't matter if it's one of the luxury/convention hotels or basic economic ones. They all share similar consistent reviews and dated room styles.

I am ignorant about Alaska's culture and don't know much about locals other than food is expensive. Is there a history to the hotels out there?

Where are the 4- or 5-star hotels in Fairbanks?

I don't know what to tell you, but I am assuming that the best hotels in Fairbanks are the most expensive in the list below. But then, everything is expensive in Alaska. How about checking with TripAdvisor? There are a few below, but there are several more hotels. Also, RB&B have become quite popular in recent years:

The top 5 hotels on the list are the ones I'm talking about.

I saw this so I am chiming in and while not knowledgeable about the Fairbanks hotels I can tell you since Covid-19 and the increased shortage of hotel staff I am seeing guests comments on so many hotels much like you are seeing.

I travel a lot within the US and most of the places I stay are short staffed. Just recently I walked by the front desk coming back to my room one night and the front desk clerk had a laundry bin and was folding towels.

During a recent stay in Charleston they did not have the staff to run the breakfast station and we we told we had to walk next door to the other hotel they owned for coffee and toast.

We live in a resort area and they can’t get help to wash and fold laundry.

I think staffing shortages are all over not just geographic.

We stayed in two properties and had great experiences last winter. We spent 3 nights at the Candlewood Suites and 4 Nights at the Grizzly Lodge outside of Fairbanks. Candlewood Suites was modern, clean and well maintained. The Grizzly Lodge room was a bit dated, since it's more of a bed and breakfast, but was certainly clean and everything worked. The staff at both locations were great. Good Luck finding your spot.
