Is it a fashion no-no to wear leggings under ankle length skirts? (look, long)

It gets bitter cold at times where I live and get cold easily. To me, it's barely noticeable to wear matching leggings underneath an ankle-length skirt

why not just wear tights? It would look more polished than leggings and keep you warmer. If you can't see the leggings at all, it would be okay.
But wear what you want and what you like.

If I were bitterly cold, I would consider doing what you ask about. When it is really cold, you just want to bundle up and keep as warm as you can.

If it's that bitterly cold, why wear a skirt at all? Lined pants or jeans with long underwear underneath would be warmer.

Leggings under skirts are fine. Stay warm!

If the skirt is ankle-length, they won't show, anyway. I'd wear tights, though, so your feet stay warm also.

Wear what keeps you warm. I like the fleece lined tights, that is what I have on today with my skirt.
