If you go by the adult video industry, it was around the early 90's when shaving became a normal practice. I'm sure the real world probably copied the practice from the adult video industry.

Once upon a time, showing pubic hair was considered obscene. All the early Playboy playmates were shaved. I don't know when it started, but certainly by the '50s.
Woman have been shaving delicate areas for at least 20 something years as it's a must for any woman/girl in today's age. Granted there where women shaving those parts 50 or god knows how many years ago too...
Just out of curiosity, how did women shave in the early 1900s? Or, did they? Back then I know that men shaved their faces with a straight razor & soap in a cup & used a razor strop. Did women use straight razors, too, or because they were more covered up with the fashions of the time, not bother to shave? I'm assuming they didn't worry about bikini lines, but I was wondering about legs/underarms.
I also read that waxing is credited to Cleopatra, although I never bothered looking further into it & am unsure which part of the body she was waxing.

Gillette invented the Safety Razor in the 1880s, with the small removable double-edged blade,which is what everybody used until Gillette introduced the Good News in 1976, a throwaway razor with an embedded blade.
Women started shaving their legs right after WWII, when nylon stockings were introduced, replacing opaque hose that did not show leg hairs when worn.
