I think knowing what you are wearing now would be helpful. But generally speaking, I would try Nordstrom Rack, DSW or Famous Footwear as my top places and if you strike out there, then check TJ Maxx, Marshall's or Ross. You are better off getting a discounted decent brand that will be comfortable and will last longer. The shoes at Payless are plastic, synthetic materials, not leather.

You can get something suitable...work-appropriate and reasonably within a budget at any of these retailers. Kohl's, too, but I don't always like their selection for women (haven't scoped out men's as much). I generally find TJ Maxx, Marshall's, and the like to be very hit and miss in selection, but you can luck out, there.
You can also go to a good shoe store and try on some of the brands to see how they fit. Take the model number and go onto ebay and buy the exact same shoe. It may be used--but you can't afford to consider the yuck factor--the shoes, if bought from a reputable seller, will be clean and in great condition. Check the seller's feedback to make sure it's near 100%. You can get beautiful shoes at a fraction of the price. Maybe you can even find them new on ebay but you'll pay more.
Payless, Wal-mart, Target...yes...those places do have presentable shoes at a very reasonable price. If you get lucky, they can last you a while. I have a couple of flats from Wal-mart that had lived past its value IMO lol.
I also agree with TJ Maxx and Marshall's...those places are good if you're down to look around.

You should try Shoebuy. My husband hates shopping so I just order a couple different styles and have him try them on at home. They have free delivery and free returns. The prices are reasonable. I don't think we've paid more than $60 for any of his dress shoes.

I don't recommend buying shoes online, OP. As a matter of fact, I don't recommend buying ANY apparel online. I totally hate shopping at brick and mortar stores. But even I get off my lazy bum and away from the computer to shop for clothes and shoes in the store because different brands and styles fit everyone differently. Just because I think a shirt will look good or fit me online doesn't mean a thing. It might make me look like a fat ugly cow, and I sure don't want that. It is so worth it to try clothing and shoes on in the store and be sure they fit, so you can avoid the hassle of having to return them by mail and wait eons for a refund. So not worth it.
