Sometimes stores will advertise jewerly 90% off on clearance. So, a $1100.00 ring would cost $110.00

Most likely that ring never has had a price tag anywhere close to $1100. I bet if you looked a week before the big sale the ring was a few bucks more at most.

so are you saying it's a marketing gimmick to lure someone to buy it?

A lot of stores do this, and some are actually being caught at it

If it's 90% off, it's probably extra marked up. I know Macy's does it. Where I work we sell some of the EXACT same pieces and their retail is usually more than ours and then they discount it down, making it look like it some crazy awesome deal. The exact same ring might "retail" at $1000 more there, but be "on sale" for less.

It's all marked up obviously, but there are times where we, as employees, will buy as a regular customer because with coupons and clearance it's lower than employee cost. Even so, usually it's only crappy and discontinued stuff that's 75% off or more.

I agree with Mr_Greek. They more than likely marked it up a couple days before and then marked it back down.
