I think what may matter more is proximity to the SE Florida metro area. And how it has expanded north over the decades. It's probably somewhat feasible to live in Martin County and work - for example - in Palm Beach County in a relatively well paid job. Probably not feasible if you live in St. Lucie County. So I suspect that Martin County attracts relatively younger people/people with relatively high incomes. While St. Lucie County attracts relatively older retired people/people with relatively low incomes.

I guess it is also possible that the configurations of I-95 and the Turnpike have played a role in how things got developed in St. Lucie County. I-95 swings pretty far to the west of the Turnpike in St. Lucie County - and there are only 3 Turnpike exits in St. Lucie County. IOW - road access to the eastern parts of St. Lucie County - parts which would tend to be higher end in terms of real estate than the western parts - is kind of difficult Robyn
