Snake eggs just like any other eggs does have an amniotic and yolk sac, so yes you can scramble snake eggs.
The texture of the shell is the main difference, since snake eggs do not have a hard, rigid shell like bird eggs do, but have a more leathery shell that you have to slit open with a knife instead of cracking it open, but again, there's not much difference in what's inside.

This is what I was wondering. Aside from the eggs being pretty much smaller than a chicken egg, and then having to open them with a knife, you're already halfway to scrambled.
