Please me what good these codes are. We have an empty house in our neighborhood (about 1 1/2 yrs). The lawn stopped being cared for. There's a pool and the cage screens are all torn up. Kids could get in there. Now there's rats running the roof line. A neighbor calls all the time. They send notices to owner and that's where it stops. Can't anything be done? I feel bad for these neighbors.

The difference is that it's owned by the bank.
They only persecute home owners.
This is the worst place in FL. End of story.
This place will always be screwed up until somebody changes the codes and enforces them, having codes that are enforced arbitrarily is illegal in this country but up until now they got away with it.
It will stop soon.

The pool cage is irrelevant. A screen isn't going to stop anyone that wants to get in anyways. The grass is another issue. Equal is not correct. The banks also get fined, but that is essentially all that can happen. There will be a lien on that house when it goes for sale, unless the bank pays it off. There really is nothing that can be done short of mowing the lawn yourself.

That's basically what the folks have been doing. The "rats" is part that scares me. At least a half dozen, I we could see. Imagine what you can't see.

If there are fruit trees in the yard, there will be rats. Doesn't matter if the house is empty or not...the rats will go where the food is.

Want to get rid of the rats? Keep the yard mowed and pick up the fallen fruit.

Bear in mind that Cape Coral has the second lowest crime rate in Florida so it is not the worst place in the state by a longshot. There are some places in Florida that are absolutely terrifying, Cape Coral is not one of them. There are homes by banks sitting empty across this country. A lot of them are in areas without any kind of codes in place.

The basic idea behind codes, ordinances, and deed restrictions is that people will voluntarily comply. Anyone who wants to live in a decent area will look forward to having these codes in place. Unfortunately, there are always those who think the the rules don't apply to themselves, they can't afford to do the necessary upkeep, or they just don't care.

Enforcement of the codes can sometimes be nothing more than issuing a ticket but often it can become a long drawn out legal process that isn't resolved until the property is sold. In your case, this is probably what will happen.

Kim is right that any fruit will attract the rats, in fact, even the berries from the palm trees will make them set up housekeeping. I suppose all you can do at this point is try to keep everything from being rat-friendly and hope the house is sold in the near future.

About 1 1/2 year ago the house next door to us was foreclosed. The grass grew to about 3ft over a couple of months, and snakes were all over the yard. I contacted the city online (Citizen Support Center) and registered a complaint. Within about 10 days Bank of America had it mowed, and mowed it until it sold.
