If frugal means low cost it might be Ebay. Just make sure you get one with a clean or clear ESN number.
You can ask the seller for the number and take it to Verizon to verify it is clean.
Or Verizon might be lower since they often have expensive phones with big rebates for new customers and 2 year agreement.

Frugal people don't buy cell phones on two year contracts. We use prepaid after buying a used phone. Lots of good options out there.

I had that question myself. I didn't think there was a difference in where you bought a phone under a two year contract.

In general, anything that offers you something brand new for easy monthly payments is generally going to cost you more in the long run. You don't have to buy used, either. Just not the latest and greatest model.

I had this discussion with my brother last May. He wanted a nice Samsung TV for $1700 (brand new model). He said there 9 Samsung 55" models between $780 and and $1600, and 10 Samsung 55" models between $2000 and $3500. By his reasoning he was getting a good TV with beautiful signal processing, but he was sensible (frugal?) enough not to jump the gap between $1700 and $2000.

But as is common with new models it dropped $200 in three weeks and kept going down from there. It makes a big difference to buy something that was the latest and greatest two years ago.

Usually you can get a great deal with Verizon on a new phone when you sign up.

But, I recently bought a used Iphone 4S on this web site: http://swappa.com/

You can find good deals. Mine is a Verizon Iphone. Mine was in mint condition with 16 GB and I only paid $140 for it.

The Iphone 4s is not capable of 4g, I had one it was an ok phone but 3g on Sprint was horribly slow
