Your list is missing several brackets, so you know. $4500-$5000 and $7000-$9000 are not on the list.

Frugal is a way of Spending money which has absolutely nothing to do with the amount of money a person makes!

The three levels are Cheap, Frugal and Thrifty.

Cheap is when you take the uneated tuna salad off the plate someone finished eating.
Frugal is when you make a can of tuna at home.
Thrifty is buying a Tuna salad sandwich with pickle at the Thursday $2 sandwich special.

None of the spending decisions are based on what you make.
A millionaire can be a Cheap miser. A millionaire can be Frugal. A millionaire can be Thrifty.

Don't confuse being poor with being frugal.

It came out to about $11,700 for me. A bit more if we are talking household and my wife's income is included. Hers is pretty variable since she runs her own business, however, so it depends on how many clients/bookings she has in any given year, but it probably ranges from $4-6k per month for her in any given year (her business is seasonal, so some months can be $1,000 and other months she'll bring in $8-10k easily).
