Can anyone tell me if this is a weed and what type it is? It is all over my sister's back yard and it grows at various heights. I think it IS a weed, but I don't know what kind and they don't want to pull it up if it's not a weed.
It depends on who you talk to. It's a native plant in the US especially common in Texas. Some people pay good money to grow it instead of lawn and others rip it out. Its common name is Horseherb or Straggler Daisy.

My neighbor defines a weed as anything that grows where you don't want it to grow.
Soooo.... only you sister and her family can define that as a weed!
It looks to me like you have two plants there, the one that has a growth near the bottom middle and further down and to the right being the weed and the rest, a nice plant.
But I'm not a weedologist, so... just a consideration.
