I'm new at gardening, and I have an 8' x 8' space of ditch lilies that I'd rather use as a raised bed garden. Can I just build a wood frame, lay down some landscape fabric to smother the budding lilies, fill the frame with dirt and plant as usual? Or can I put a wood floor in the raised bed to totally eliminate the chance of lilies coming back up? I don't want the lilies to grow back and choke out any vegetables, so any advice is appreciated.

The bad news is, your going to have to try to dig them up.
They are the hardest plant to dig up. They have roots that go down
soooo deep it's gonna be quite a job for you. Hope your young and have a couple
days to do it. You will also have to look real closely to make sure you get ALL the roots
up, otherwise, they will come up in your bed.
Try to use them somewhere else, or give them to someone. They are wonderful for errosion.

Offer them free to anyone who wants to come and dig them. Craigslist or your neighborhood listserv or something. You'd be amazed at what people will come dig up if it is free!
Well I tried digging them up but I nearly broke my back, the roots are years deep and very heavy. (Oddly enough I had a small lily patch in the front yard that came out very easily.) So I went ahead and covered the 8' x 8' area with 2 layers of cardboard and an inch of mulch, but the green lily shoots are still busting through the cardboard here and there. I keep patching them up with more cardboard as I see them. I have some leftover plywood panels so I might pour a gallon of vinegar and then lay those down next.
