Because the rest of the neighborhood would most likely be superficial, materialistic, not neighborly, snobby.. and so on.
Billionaires have very little "true" friends- It's a sad case, but just like poor people, rich people can be very miserable. If only more people knew about the coincidences of being so rich, they'd be thankful for what they have.
Money does things to people, there's a reason why so many rich people kill themselves.

I'm not saying I wouldn't like to be rich, because I do, but I don't dream about it, let alone want to be around "rich people"... You can overdose on money, it can effect you mentally and ruin your once "true" social life- No one wants to admit it, but it's true.

No, I noticed that too. Roger Wang is a US citizen, originally from Taiwan, who lives in Jiangsu. It sounds like Louisiana or California could claim him as well.
For me I don't know if I'd hate having a billionaire neighbor, but I think there could be problems with it. There's a chance they would overly dominate the neighborhood or that they would lead to lots of people coming to the area to follow their goings on or beg for money. Not sure of those, just speculating.
And just out of curiosity here are some truly small towns I found that had a billionaire.
Birchwood, Wisconsin
The Plains, Virginia
Sun Valley, Idaho - Although it's a resort town, it's temporary population is larger than its permanent.
St. Ignatius, Montana
