I'm talking in terms of both K-12 and Universities and colleges.
I think it is the Southeast. We have great universities like Duke, UNC, Emory, Georgia Tech, NCSU, and so much more.
I also believe that our K-12 system exceeds any other region. Even the inner-city schools do much better than some places.
Also, in the NE, you can find very good urban public HS's too. Look up Buffalo's City Honors, DiVinci and Hutchinson Tech, Rochester NY's School of the Arts or Stuyvesant, Brooklyn Tech and Bronx Science, among others, in NYC.

The K-12 system in the Southeast is probably the WORST in the country....not the best. I'm not sure where you came up with that notion.
I voted Northeast because of the public schools AND colleges. The Midwest is 2nd, but some Midwestern states fall behind in public schooling.
Parts of the Northeast, and parts of the Midwest. I say parts because a big chunk of the Northeast has schools I wouldn't send my dog to, let alone my children. Lived in the Northeast for 20 years, moved to where I am now when my kids reached school age and I really started to look at the k-12 systems there. The places that had decent k-12 schools were not where I wanted to raise my family, so I looked further west and in the Midwest I found great schools in places I wanted to raise the family.
The Northeast by far, the Ivy's, great liberal arts colleges, and other top universities. Furthermore, the public school education is generally superior in the Northeast(especially compared to the West and South).
By many metrics New Hampshire, Wisconsin, Minnesota, Iowa, Nebraska and the Dakotas have the best K-12 public school systems in the country, on average.
