I would like to move back North (currently in FL) sometime in a year or so. I would love to live in NY but it's too expensive for now, sadly. The second alternative that I came up with was Philadelphia, I've been there twice and really enjoyed it so I've been leaning towards going there but I wanted to look into other options before I made a permanent decision.
Besides the big two, are there other cities that have a good art scene? (if you want specifics, fine arts & photography)
I was recently in a gallery in Greenport, NY which is on the North Fork of Long Island. My wife and I were admiring an artist's work and asked if she was local. The gallery owner said that she had been until recently but that she conducted an in-depth research to find the best city at least for her with respect to art. She decided upon Philadelphia. Obviously just one person's conclusion and I of course do not know the factors that went into her ccision, but it apparently was done with care.
I'd suggest a small, less expensive city CLOSE to a major city with a good arts scene. Most of the cities other posters have mention would be those primary cities - NY, Boston, Philly, Buffalo (dead city, but there's a good art school and a small, but close-knit creative community there), Washington as well. Base yourself in someplace like Northampton MA, the Hudson Valley of NY, Wilmington DE, Ithaca NY, or Charlottesville VA and you may find yourself in a good spot, though you should investigate them all, and the cost of living in those cities varies quite a bit.
Further afield, Asheville, Chapel Hill/Carrboro, and Boone - all in North Carolina have vigorous art scenes and a good amount of gallery space. Asheville in particular is gaining a strong reputation beyond the borders of NC as an arts-friendly town.
