Denver, Portland, and Austin aren't cheap. Dallas is cheap-ish, but the weather in the summer (and occasionally the winter) sucks.

Based on this list it's a toss-up between Raleigh and Des Moines.

Northern Florida and the Gulf Coast are pretty cheap and have GREAT weather. Daytona Beach is not a safe place, St. Augustine is a much nicer town IMHO.

Melbourne FL is a good option. The weather is great, it's very affordable and largely quite safe. Check out areas like Viera, West Melbourne, Rockledge and Merritt Island. If you prefer to be closer to the beaches check out Satellite Beach, Indialantic and Melbourne Beach which are very close to Melbourne proper.
