LA & SF as well. They are probably as weed-friendly (if not more). Although it's still "medical marijuana", anyone can get a card for $40.

Cities in states that have both decriminalized and medical MJ:

LA
San Francisco
Sacramento
San Diego
Portland
Las Vegas
Minneapolis
New York
Boston
Providence
Hartford

This is probably the best marker for the next tier below Denver and Seattle.

Chicago should be on the list too. Though there won't be any medical marijuana clinics for another year but they already passed the law for it and people have already established their business for it, and two years ago they semi de-criminalized it in general (you can carry up to a certain amount and if you're caught not at a park or outside of a school, then the officer has the choice to only give you a misdemeanor instead of a much worse charge).

Houston is the ONLY city in America that is know as a certified ''Lean in my Cup'' drinking city which is a cough syrup lol!
So that should tell everybody that weed is automatically a Houston thing and listening to all the rappers out of Houston lean and weed is what they talk about.

Your description here is not really anywhere near as 'weed friendly' as some of the places on the lists in this thread. Glad to hear / read that Chicago is taking some progressive steps in this regard though, even if a little late / slow.

For the East Coast Philly is pretty good-possession of up to an OZ is decriminalized and Cops have really been lenient for a while now.

I am trying to schedule a trip to see Colorado and purchase legal weed for the first time ever haha.
