I haven't been to every southeastern city of course. But given the amount of recent migration from around the world and from all over the country from the south, it seems like southern charm is a thing of the past. In the 2011 "rudest city" poll, there were 3 southern cities listed in Miami, Atlanta, and Dallas.

I don't think that Birmingham, Jackson, Savannah, Columbia, Charleston, Nashville, Tallahassee, Fayetteville, Baton Rouge, Little Rock, or Shreveport are rude cities compared to Atlanta, Miami, and Dallas. And yes I've been to all of them.
I voted for New Orleans, but I think it is a toss up between NOLA and Miami. It depends on where you are in the city and why you are there. Any city, anywhere can have a mixture of rude and friendly people. sometimes I think we misunderstand rude for shy or just not overly friendly. I certainly don't think anywhere in the south is as rude or standoffish as the people further up the coast, closer to Philly and then New England.
I've never been to NOLA, but I'm shocked people consider it rude. I thought it was actually the other way around. Interesting
