I'm guessing you mean how Philadelphia, San Francisco, Denver, Augusta-Richmond County and Nashville-Davidson County are city/county consolidated governments. Many cities in VA are independantly governed.

Also, within boroughs you have cities or sections. Like in Brooklyn, you have Flatbush, Benson hurst, Brownsville, and etc. They are referred to as neighborhoods, but they fit characteristics of a city without administration.
I've been to New York state 3 times and I've always wondered that.
There was a "city of Norwich", a "town of Smyrna" and, a "village of New Berlin" all within one county. Never understood that.
I had to look this up because I did not know what county these places are in. Turns out it is Chenango County.
Chenango County is divided into 22 Towns and 1 City (Norwich). There are also 8 villages in the towns, one of which is New Berlin. New Berlin village is inside New Berlin town.
If this sounds complicated then remember that in New York, counties are relatively weak. Most of local government (like zoning) takes place in the Towns and the Cities. When a village forms inside a town, they take over part of the authority of the town.
