Criteria:

weather - SJ likely though if you like 4 seasons Philly
diversity - SJ is very diverse as is Philly maybe edge SJ
economy - SJ is the center of Tech
scenery - both their pluses and minuses, maybe SJ though much prefer other areas of CA even close to SJ
modern airport, not how big it is or how many flights - PHL is a better airport if u exclude SFO
shopping - Probably Philly
downtown core - Philly by a large margin
recreations - depends on what type
transportation - Philly
downtown - Philly


these are tough to compare and SJ as itself lack some without SF so not sure the point of this comparison in the first place
