taking into account when the first jam appears to when the last jam clears up, Id say for the Bay Area its:
4am-11am in the morning
2pm-8pm in the evenings
In the Dayton and Cincinnati (OH) areas, I'd say from 6 a.m. to 9 a.m. is the worst of the a.m. rush hour (I'm in bed during the afternoon one...) One thing I notice while delivering overnight is that I have a LOT more company at 3 a.m. than I did when I first started trucking 11 years ago. I'm sure there's a lot more flexible shift working going on to try to beat the "normal" crowds. Or maybe more people are bar-hopping later...
In Chicago, it seems to start around 4:30am and goes to 8:30. Afternoon, I see it starting to pickup at 2:00pm, and go until 7:00pm. This is also dependent on what route you are taking to and from work. Some are worst than others. I have 2 different routes I can take to work. I'll check the traffic before I leave for home and use the other route if my primary is backed up or has an accident.
It sounds about the same in all major cities. In Denver, it's about 6:00am-9:00am and 3:00pm-6:30pm. There is a ton of traffic all day long, especially along I-25 (north-south through Denver) and back-ups are common at any time during the day.
Chicago starts around 6am, and quickly builds momentum until it peaks between 8:30am and 9am. Then it quickly dies down, and starts to build again around 4pm until around 6:30pm.
This is on trains and buses though, since that's what I take daily. I don't own a car, yuk, I'd go nuts in the traffic! I just read a book, listen to music, or sleep on the way to work.
I think for driving it starts around 6am, and goes until maybe 10am. Things pick up very quickly starting around 2:30-3pm, and don't die down until maybe 7pm.

I second that! Especially on I-76! I vowed long ago to avoid that road,even on weekends! I route my trips around it!
