There doesn't seem to be a dramatic spread in scoring between #1 and #99.

Obviously very much the conclusions certain of individuals. I believe that the best city is where you feel the most at home. Cleveland or Santa Barbara, a best city is many times just what you make of it. IMHO.

Colorado Springs in the last 3 years has been ranked by Forbes as: 1st, 5th, and now 11th. New criteria, new reviewers, very subjective.
