I’d avoid the PacNW and the Bay Area, a lot of very “flakey” people in those areas. I’m in the Bay Area, and I’m still amazed at the amount of rude/stuck up people there are here.

Places like Minneapolis, Chicago, Nashville, Greenville, Louisville, etc...are amazing places to meet new people and have lasting relationships.

I am going to disagree with Atlanta, it is the definition of old money.

Seems like if you didn't go to an SEC school and refused to join a frat there, you're pretty screwed as people live in those circles well after their college days. Buckhead is practically Greek Life 2.0 and that is all the scene revolves around. People don't seem too open to making new friends.

NYC especially. It's always amazing when you see the random meetups on the subway there.
Definitely NYC and Chicago. I made so many random friends/acquaintances in both cities.

With everyone head down on their smartphone screen, chance is that you won't be able to meet anyone in any city. Especially the young adults nowadays at the age of early 20s to late 20s. I would say find a hobby, and meet people through the channel where you enjoy doing what you like.

Which of these cities do you live in where you can specifically direct the OP to the friendliest neighborhoods there?

Chicago. People treat you like a new family member if you became a "Chicagoan," meaning you love the city and say so.
