Charlotte and Dallas are roughly comparable. Portland is not at all like the other two. Visit Portland. If you want to live there, you don’t want to live in Charlotte or Dallas. And vice-versa.
I'd go with either Charlotte or Dallas if you want a large metro. Both are terrific areas. As others have said, Portland, ME is much smaller, so it will be much different. Not necessarily "worse", just different.
