What state in the US has the coolest summers? (live in, relocate to)

My family must relocate to a cooler climate for medical reasons. My question is simply which state in the continuous USA (NOT Alaska) has the coolest summers? Is there anywhere here where the summers never get above 80F? Or at least not above 85F? It looks like maybe parts of Washington might qualify. We don't care how harsh the winters are.
I live in western Washington and in many areas here you can count on one hand the number of times per summer it gets above 85. Areas north of Seattle especially have summer temps that average in the low to mid 70s for highs. South of Seattle it's a little warmer averaging in the upper 70s. You do not need air conditioning here. The very few days it gets hot aren't worth the expense IMO. If you live out at the coast itself it's even cooler rarely reaching even 80 degrees.
I think the higher elevations would be my pick, I was in Idaho about three years ago and some one said it didn't get warmer than 38-40 all summer that year in the mountains , I cant remember the exact place but I think it was up above 8,000 feet , but then you have the thin air to deal with

Are you talking Celsius or Fahrenheit? Or do you mean the lows for the night in Fahrenheit? It's much warmer than that in the CO mtns in the summer, though rarely above 80.
Does coastal Maine have cool summers? I was trying to think of an East Coast variant.
