Third: Atlanta, LA, London (bending rules but this is the ONLY other place I'd probably live)

If we bend the rules like that, then I'll go with NYC, London and/or Paris over any other place in the world.

I'd chose paris also but I don't speak the language. Living there (even visiting) would be difficult for me.
