4. I can contribute some on Oregon.
* Bend, OR might fit a lot of your requirements - however, with a sizeable young population there is also a lot of retirees. Pretty expensive cost of living as well. You could look at nearby communities such as Redmond and Prineville. LOTS of outdoor activities. It's very service-economy based, however, so higher-paying jobs are rare. Cold winters, high elevation, dry and sunny climate (but snow).
* Portland has a lot of outdoor opportunities too. A lot more people. The city proper (opposed to the suburbs) seems to be youth-leaning. The crime is low - at least, compared to other cities of its size. Wetter, cool climate, grey skies.
* A lot of people talk up Eugene and Medford/Ashland. Both of these are further south on the west (wet) side of Oregon. I don't know much about them so I won't discuss.
