Poconos and Southern Catskills have the least worst weather. I hate humidity, which is why I prefer these areas.

Worst weather to me is a miserably cold, depressing winter. So, I'll say DC only because it's the southernmost of your requirements. However, DC winters are still too cold .

For those that despise winter, definitely DC. For those that despise summer, probably Portsmouth, NH. For a more moderate balance perhaps something coastal though I wouldn't necessarily recommend Atlantic City, rather a place like Red Bank, NJ or Long Branch, NJ

If you ask this poll in the summer, most people will choose cities in the north.

Ask this question again in winter, and you will get the opposite results. Most will favor the southern-most cities.
