Best N. England state & resources for Disability fixed income person? (sales, home)

My g/f is thinking she'd like to move back east, & maybe be near her home & family on east coast. But she's on Disability, & a fixed income for now, thus she'd liked a state in N. Eng. area preferred (such as VT, NH or ME & maybe Mass.)?

Can anyone assess overal deciding factors for decent st. budget, cost of living, state's ability to pay Medicaid costs/best coverage, etc. & so which may be best of those 4 states? I've tried helping to deduce info re: them but I get mixed up, as one category is good in one place yet another category in the same place is not.

I am a F, 40s, on SSDI and have lived in NH and Western Massachusetts for 7 years. Massachusetts has worked out the best for me because I'm eligible for Masshealth (state's Medicaid) which picks up the 20% that Medicare doesn't cover on most things....Western Mass (Northampton) is a cultural mecca, full of skilled health and alternative health professionals, and is very convenient. The Major airport is Hartford, CT., New Hampshire is no sales tax and 50 minutes away, VT is very beautiful and also just up I-91. Boston is less than 2 hours, NYC 3 1/2.....It's a great place to live and I've been very blessed to live in such a supportive, liberal community-based place. Hope this helps.
