You can do everything in Seattle and Portland that you can do in Denver or Salt Lake City in addition to access to far superior access to water related recreational opportunities. This goes for any of the major cities on the West Coast really.

As for small towns I'd say Bend, OR, Boulder, CO, and Asheville, NC all stack up well.

With the exception of the west coastal cities, Boise is the outdoor recreation king of inland western cities. The amount of different outdoor activities that can be done in city limits is awesome, and other major cities in the West don't have the easy access to whitewater and wilderness like Boise does. The four seasons are very pronounced too.

For a smaller city under 100,000 places like Bend, Coeur d'Alene, Sun Valley, and Bozeman are hard to beat even for larger cities.
