No, Plain Jane means a homely type woman who never wear makeup, dress up some, or anything like that. She always wears jeans, oversized shirts, sneakers all the time. Something like that, you know.

I would say there are many in Portland, Oregon. I would also say there are many Plain Joe types in this area also. I don't think I have ever been to an area where this is as apparent as here. Many just don't seem to take much pride in their appearance, and their behavior even in public places fits their drab outfits. Not to say everyone fits the criteria for Plain types, but it is a very high percentage of the population, and is very noticeable compared to many areas of the USA.
