The typical town I think of will only have a movie theater with a strip mall or mall for entertainment. Some towns will have a bowling alley or arcade place.
The typical city I consider to have that downtown scene with night clubs, bars, art museums, concert halls, and high-end restaurants.
A small town's downtown will have maybe one art museum and many bars. If there is a college nearby then some night clubs.
The suburbs of a major city will have theme parks.
All though Santa Clarita, Carlsbad, and Anaheim in California have theme parks. Would they be considered cities? Maybe be considered suburban cities?
