TL;DR:
Would you take more roads in exchange for poorer quality roads.

Georgia scores well for having good QUALITY of roads, but often gets criticized for lack of roads. I moved to GA from MN, which generally has enough roads, but the quality (for obvious reasons, snow, ice, salt, freeze/thaw, etc.) is terrible. Roads are constantly in disrepair, potholes will remain for years on end. Road construction is a much bigger nuisance in MN due to more work to accomplish, in a limited 6 month window.

Just for fun, would you rather money was allocated to more roads instead of road repair if we had the option in ATL?

There's no good reason not to strive for both. See Miami, Tampa and LA for examples.

Arterial in my opinion. As well as exit/on-ramps. Not necessarily highway.

Absolutely. I can take a few potholes, or a sign that's a little dirty, in exchange for more options for traffic.

Those all have considerably higher tax bases than Georgia. Florida is a prime vacation destination with over twice the population of Georgia and four major metropolitan areas (Orlando, Tampa, Jacksonville, Miami). Georgia is great, but it's not nearly the destination Florida is for both people and goods.

It would be nearly impossible to duplicate the flows of these cities though, as they are mostly huge grids. Outside of Downtown/Midtown, we'll never be.

No one said anything about "duplicate the flows of these cities."

They were merely examples proving that you can have more roads without the quality suffering.

I don’t know about Tampa, but my experience with LA and Miami is even worse traffic than Atlanta.

I would have thought Dallas would be a better example with more ring road choices than 285.

Inside the Perimeter, where do we have the potential for new roads? I think the area around West Midtown and the Westside Reservoir Park could use some help stitching together the neighborhoods separated by the rail yards.

If I put on my SimCity hat, I'd improve traffic in Buckhead by extending the Buckhead Loop from terminating at Piedmont Road and connect it to Roswell Road at Andres Drive. At this point, every property in that path probably starts at $1M.
