Every country is different. Do we have the right to impose on Korea our ideas about rights? Who's to say they don't have the right to impose their ideas on us?
It sounds to me like an excuse. Koreans are almost identical to the Japanese and they share the latter's xenophobic dispositions. If it wasn't drunken Irishmen, it would have been philandering Italians.
They have the right to do anything that's legal in South Korea. If that kind of hiring practice is legal there, then they have that right. Doesn't mean it isn't a stupid reason, or that it's fair, but evidently they do have the right.
Private business owners should be able to, and usually do, hire based on whatever reason they choose. If they are racists, for instance, they will find another reason not to hire you. Thats on a smaller scale mind you, it would be harder for a large business to have hiring policies like that due to the number of people required to perpetuate it.
Something needs to be in place to motivate people to open businesses (so they could hire others). The owners should be able to feel happy about how things turned out, should be able to feel satisfied. And if that means hiring the people that would make them feel satisfied, it should be their right.
Opening businesses is usually someone's dream. They don't want their dream spoiled by the wrong people entering their employment.
Government jobs shouldn't discriminate. But people seeking enjoyment from their business, should have a right to choose what makes them happy.

I find it interesting that there are laws that require business owners to hire or not hire based on certain criteria rather than giving the owner free reign to hire, fire or not hire for whatever reason they want. Its interesting that there are rules about this considering its the business owner who's finances are on the line if the business fails. Same with landlords and renting, you have certain criteria you have to follow, when you really should be able to rent or not rent to anyone you want for any reason.

Very good post. Private business owners should be free to hire whoever they believe will be compatible with the owner or supervisors. But as LoveWisdom says, government jobs should not discriminate [on the basis of race, religion, etc.]
If a business owner is a racist, he will probably find some excuse for not hiring blacks or other races.

A lot of the above depends on where you are located and how big an employer/landlord you are. Small companies/landlords have a lot more freedom.
They will always find a way to do what they want and hire as they please. And it's not our job to judge hiring policies in other countries when we can't find work for our own people. Me personally, I think it's wrong to refuse to hire someone because of their ancestry. But I'm not in charge.
My father did personnel work and he had his 'tricks'. He would advertise a job needing A, B, C, and D skills. He knew full well he was not getting all of them for what he was willing to pay. That meant he could pick any candidate he liked or felt would be willing to work hard from among all the unqualified people who applied.
