Many third world countries have proven that they are incapable of governing themselves properly. Should we consider reintroducing foreign control over those territories given the following conditions:

1) Voters in the countries would have to vote in favor of foreign control.
2) Voters would have a new referendum every 10 years.
3) The election would have international observers provided by the UN.

Absolutely not.

...and all current overseas U.S territories should be made independent.

So? Why is that our problem? What right or obligation does the U.S have to govern some other country?

Let them be poor third world countries.

Who's this "we" you speak of? Are you really proposing armed, violent conquest of foreign nations based on "our" hubristic ideas?

Conquest using democracy and peace? Doesn't sound very successful. Who told you these countries want to be colonies?

Gibraltar, Bermuda and the Cayman Islands chose to not go for independence, so did Puerto Rico.

Is there any country on the African continent that is a better place for having gained independence? Some Asian countries are not so good either.

It's an interesting idea, but probably not practical given modern military technology.

There'll always be a group, perhaps a minority but still sizeable, who is four square in favor of their ethnonation and quite set against any sort of foreign dominance. That'll be true even if the rule of law and economies both improve quite a lot from the 'invasion'.

The problem would pop up when you consider that the small arms available to the local irregulars are not much worse than the state of the art, and then mix in bomb making. It isn't like the 19th C. and the huge differences in tech. This all assumes that the West (who I assume is involved) is capable of casualties from a public opinion standpoint.

Mikhail K. sort of levelled the playing field.
