By that I mean whenever a cop does something questionable, or down right wrong there is always an "internal investigation" which just means the boys in blue will care for their own. Cops should have no say in it or the investigation process, and left completely in civilian hands which will rule more directly and are the only ones that have any say/influence in what happens to cops.

Who ever these 12 civilians are would just turn into what internal investigation is now.

Many departments do, as civilian review boards or other groups with similar names. In most cases they do not have sole power to impose discipline (that would likely violate the 5th amendment or state constitutions), but they can make findings which the chief is then required to act on. In nearly all (greater than 99%) of these cases, the civilian oversight committee agrees with internal affairs.
Over time, it becomes very difficult to staff these committees since they are enormous amounts of hours for no pay and, with so many frivolous cases and so few founded cases, rather demoralizing for the people who do volunteer thinking they will make an impact. Instead, review board members really just end up hating the public they thought they were serving.

In terms of the UK, the Independent Police Complaints Commision (IPCC) increasingly investigate serious cases or cases where the complainant remains disatisfied with the police. I fully support qualified civilians with no links whatsoever to the police carrying out investigations in to the police, as the police have a lot of power and must be brought to account for their actions. A corrupt, incompetent, violent or trigger happy police officer is simply unacceptable and can be far worse than most criminals out there.
