We strolled Main street, Greenville, yesterday, and through Falls Park. After checking the soles of our shoes a couple of times, we ascertained that the doggy doo odor came from the mulch that was placed on the plantings along Main St. and in the park.
This can definitely spoil your walk. One of the things I don't like about being dog friendly. Some people won't pick up after their dogs. You shouldn't have to watch your step, but you do down there.
I'm not sure OP was stating that they stepped in doggy doo, but that the mulch smelled like it. Sometimes mulch, if fresh and wet can take on a bad odor. I prefer pine needles than bark mulch.
As a former gardener - it's probably either mulch that has manure mixed in with it, or mulch that has been stored in damp conditions and has turned "sour". The smell typically lasts a few days at most.

After rereading it I believe you're right. You have to watch your step still down there though. See it on the sidewalks often.
It could also be the smooshed seeds that come from a ginkgo tree this time of year. It does smell like dog doo. Such a beautiful tree with bright, yellow fan-shaped leaves but you have to be careful to get a male tree that does not drop the seeds.
I am downtown often and have NEVER seen dog waste or smelled it anywhere. It makes it sound like you have to walk looking down because there is so much of it everywhere.

The OP's thread title and post don't match. They didn't step in poop. The mulch smells, which mulch tends to do, at least if it's good mulch. The smell dissipates in a few days.
I'm glad the City of Greenville uses the good, stinky mulch. It's much better for the trees and plants.
