You may be confusing Medicaid with Medicare. A non US Citizen can not receive Medicaid until they have been in the US for
at least 5 years. This is part of the "non public charge" agreement that a person has to sign to become a permanent resident.
IF the person applying to become a permanent resident
does not have sufficient income they have to be sponsored by someone.
Its possible that New York state has different rules or grants exceptions. I do not know the rules in all 50 states. IF your friend has Medicaid I wouldn't draw any attention to that and let it be.
