I saw them in Bangkoks Chinatown today. At first I thought they were some sort of lathe but now I am thinking spring winding machines. I thought about posting in the automotive forum but I don't think these are automotive tools.

They look like measuring devices for rope or wire sold by the foot.

Actually, I doubt that they have anything at all to do with springs or selling rope by the foot. One of the pics has a very loud clue. A spool of copper wire. When winding a coil for either a transformer or simply a series inductor, the number of turns is important. So, note the counter attached to the spindle. For a transformer, you first make a form to fit the core. Then, you wind on the number of turns according to the voltage you're dealing with, or on how many "henries" of inductance you need. I've used a motor driven type more times than I care to count.

A Chinese co-worker says that the tags on the items in the first picture aren't chinese characters, but that the tag on the second picture says 'Fei Tian Electrical Tools LTD Company'.

That was my first thought, having bought enough inductors from Parts Express. With the cost of copper sky rocketing, it has been suggested to wind my own.
