Gonna rewire a light for a friend in Jersey City, NJ. Is BX wire required by code or Romex wire ok?

By most standards Romex is O.K. for residential applications. However, some counties and/or municipalities require BX. Whatever is existing- I'd stay with that.

If you've got to ask the question, you probably shouldn't be doing the work- any licensed electrician knows the code in the area he's working, or knows to call the building department with any questions- not get that info from an internet forum.

If it is part of a 15 amp circuit it is fine. If it is on a 20 amp breaker 14 is not fine, you need 12 gauge.

Usually not, I agree. But I have seen thousands of lights in residential installations on 20 amp circuits over the past 27 years as an Electrician. Generalizations and guesses are what cause most problems for people. It depends on the location you are in also, in Northern Maine I know that EVERY circuit is run in 12 wire and on a 20 amp breaker for general lighting and outlets. Not so in most other parts of the country. Check first.
