There are three holes on the wall of the garage. I found them when I turn off lights in garage. Anyone please help me to figure out if there are serious or not? Appreciate.

My initial reaction is unless the outside foundation is breaking away, they are not a problem. I would caulk it from both side to prevent water and critters from getting in.

Your first pic shows an incomplete stem wall that was apparently poured wrong. The builder needs to fix this, assuming it is a new home and you are the original home buyer. I can't tell the issue at the door except that the builder is attempting to stay within the UDC guidelines. The third pic is nothing but a blur of black and a couple of white spots. Since you are in Texas, if you are the original homeowner, the builder is obligated to fix any defects in perpetuity. Unless there is damage causing the issue at the stem wall, the builder must fix the issue. It can effect the structure of the wall at that location. You can also get all kinds of bugs, rats, etc thru it causing health issues. Caulk isn't going to fix it and neither will spray foam. It needs a concrete fix and the builder should have the foundation company out there to fix it correctly. Do you know if there are any city inspections on the house? What city are in or near?

EDit: I looked again at the second pic of the door. If the builder is required to build to UDC, he failed. The door will not pass the UDC guidelines. The concrete floor is supposed to be level with the threshold of the door for a wheelchair. While there is a slope up to the door it's hardly is level at any point. Some cities in Texas are not conforming to UDC. San Antonio requires UDC or proof of UDC by an independent inspector in the metro areas.

This house got the Certificate of Occupancy. I am in corpus Christi. When I bought this house, it is almost finished.

DO NOT sign off on the house or close until the stem wall is fixed. Once you sign off or close, this is your house and the builder may not warranty the defect since you signed off on it. Any defect you find at walk thru with the super should be fixed 100% BEFORE you sign any paperwork. DO NOT accept promises to fix it later as it's not going to happen. This is the biggest ploy of a lousy volume builder. Everything must be how you expect the house or expect to live with it. Resale of the house will be effected if the stem wall isn't fixed and you may find you can't sell it at all.
