It is the base of a lamp that holds one of those little bulbs.
It has gone bad and I've searched the web looking for another but I don't know the specific name.

Do you still have the old bulb? Take it to the store and find one the same size.

If you don't have the old one, measure the opening and go to the store with your ruler to find one the same size. Or take the lamp with you. If it is a specialty bulb, you may need to go to a lighting store (if Home Depot or Lowes doesn't have one to fit).

Added: look at chandelier bulbs and nightlight bulbs

yes, I have some extra bulbs. Someone told me it's called lamp bulb socket but I can't find one for a 4 watt bulb

It could be a candelabra base (E12), but there are a couple of sizes. The other common one in this size is bayonet or "twist-n-lock" but I don't see the slots for it.
