Not sure when they want to start with the sale:
Divine Reserve No. 11 to debut In Houston March 29 | Beer, TX | Chron.com - Houston Chronicle
however, I imagine that Spec's should have it.
However someone said:
Divine 11 will be tapped at 4:00 today at The Public House in Katy!!!

typically, they start the sale as soon as Specs open their doors. when i went for Divine Reserve #9, the lines were around the building of Specs in the morning. the Divine Reserves tend to be sold out at most Specs rather quickly. i called a few of them while i'm at work and several are sold out already.... unfortunately, i live in Spring, so i definitely won't be making the trip out to Katy.

Not big on Saint Arnolds, but I will stop by Specs on the way home to see if they have it. If not I'll pick up some Stone Arrogant Bastard - I'm running low.

With the lines the stores have, some may be sold out already. There many DR fans in Houston, like the article said they go from one store to the next purchasing their limit. I contacted a couple bars on the list to see when it will be tapped...as it will be gone that night.

One of my friends in the neighborhood is a die hard Saint Arnold's fan (and yes, she scored multiple six packs of the DR11). She even works at the brewery on occasion. According to my "resident expert" on the subject, twitter is the best place to get the up to the minute information on who has it , who has sold out, etc.

Don't ask me beyond that, I had no idea about all of this.
