Seems like nobody knows the answer here; just a lot of speculation. Have you asked your power provider?

The reason is the amount of trees in the area and the lines not being buried and shoddily held up and strung throughout the neighborhood. Trees/branches often knock the powerlines.

This seems like it is a persistent problem with old neighborhoods that have above ground powerlines strung through people's back and front yards in Houston

Even below ground power components fail as well. Just this past weekend we lost power for about 4 hours because something went out 3 houses down. We had 4 Centerpoint trucks in our court, and all our power lines are buried. Our neighborhood is about 9 years old now, so it's probably about time things start failing. Last year one of our other neighbors had one go out in her backyard, and several houses around her lost power for about 8 hours. Components fail eventually, I guess.

I have never experienced this and I have lived in Houston since 2012 and before that during the 2000's. The only time I have been without power was during Hurricane Ike, not even during Harvey did we lose power, not once. I would call Centerpoint.

Ike was a wind storm, while Harvey was all about the rain.

There are pros and cons between the two types of hurricanes, but if you're in a less flood-prone area, you would prefer Harvey so your food doesn't spoil, a/c is still on, TVs and radios are working, etc. Wind storms treat everyone equally with power outages, roof damage, etc.
