Im currently in negotations on a home that I may possibly be able to snag at a 35% discount to the current HCAD valuation, only issue being it is on buffalo bayou. The backyard has taken on water multiple times since 1945 but only one time has water reached the home and that was Harvey bc it crested at 41 feet. The home only floods at 38+ feet.

I can't wrap my head around why nobody is attempting to buy this home as it is livable,nice, and very cheap for the neighborhood it is in. What I want to know is if there is something others know that I do not about living on buffalo bayou. Is it is something nobody wants to do anymore? There's only 2 lots for sale on the street and they're both smaller lots and asking the same price as this lot which is double the size and actually has a nice home on it.

Just curious about opinions/insights of living on the bayou in houston.

How horrible are the bugs/creatures?
Are homeless people an issue when water is low(this home is near downtown)
Are there any projected improvements to improve harvey flooding from happening again?

Can you be more specific. Is the home west of downtown? East of downtown? I'm having a hard time visualizing any homes right on Buffalo Bayou. Are you sure it's Buffalo Bayou and not White Oak Bayou? What is the neighborhood?
