My sister and bro-in-law own a pool company and they have to hook up to hydrants frequently. They are also billed for it.

They probably don't need a meter. Your original post stated the volume of the lake, so it should be a pretty straightforward calculation.

Did you look on the other side of the check valve? We used to frequently tap those for customers (to use meters, test tubes, etc) before shipping them.

We didn't take multiple pictures but from looking at it there is no visible meter. I think I recall seeing somewhere else (news, forum, etc.) around the same time last year that BSTC got fined for opening the fire hydrant on the other side to fill up the lake. It would not surprise me if they are doing it illegally... only one way to find out and that would to have a television or newspaper crew do a story and ask the questions.

The Rotor Rooter guy that was on site fixing the lake told my wife that he doubts the lake will stay full for an extended period of time as there is a sinkhole underneath (if that is true then I guess the parking deck / upscale department store could never happen).

Yea, I'm sure the rooter rooter guy was hired illegally to do something obvious like fill a lake from a fire hydrant in broad daylight.

The Rotor Rooter company was in charge of fixing the lake... who knew they could do that. He was there cleaning up some of his stuff and supplies since he said they were on site for over a month. He made it very clear to my wife that THEY did not turn on the hydrant (which would further lead to the fact that it was done improperly).

You seem very concerned about this. Have you contacted Huntsville Utilities to let them know someone is using the fire hydrant without permission?
