They are referring to a State of the United States, and not a United States citizen. The several States have no Constitutional basis to care if someone is from out of state or out of State, since 1808.

Complete and utter nonsense. They may be considered an illegal “resident” of a state, but only the federal government can change their immigration status from illegal alien to legal resident or naturalized citizen. They aren’t slaves. There are no “free” states for illegal aliens.
A person can be a citizen of a State and still renounce their US citizenship; hypothetically.
And, pigs can fly if you believe it. Give it up, no state can confer citizenship. Illegal aliens are ILLEGAL in ALL states.
