Is this guy trying to say that every time the US tries to increase its border security and stops illegal immigration, that we are FORCING illegals to put their lives in danger?

Notice that he NEVER mentioned suggesting that Mexico take responsibility for itself and clean up the place to be decent enough to live in for its poor, so that people won't have to become illegal aliens.

Not really.
There are people who cross the border illegally who intend to return home in a short time. Some come illegally to work for a while to get over some financial hurdle but want to go home to their families -- at least at first they mean to get back home at some future point.
You can go into Mexico illegally and not be an immigrant at all. For one you might just do it because you didn't feel like getting the tourist visa but have no intention of staying forever there. For another if they find out you're there illegally, they'll toss you out and ban you from re-entry for 10 years.
